This passage conflates Issy's letter with the book (FW) itself. We have just established that it is set at night or in a dream; now we see that the writing is intended to be recited aloud (i.e., for the ear) rather than read silently on the page (i.e., for the eye) — as Joyce often explained about Finnegans Wake.
