"roughneck" means both a rough, unruly, quarrelsome, or uncultivated or ignorant person AND a worker on an oil-rig or a laborer on the floor of a rig. However, "tough" means (among other things) "not easily broken, divided, or disintegrated" (OED). If you put them together, "toughneck" suggests an uncouth, unruly person who cannot be divided or broken apart (and so unlike Shem/Shaun).
