Here we are in the Notional Gullery looking at a photograph of HCE with the added suggestion that he is indecently exposing himself.

Commentary
In this paragraph, HCE and Charles Dodgson (Lewis Carroll) are fused together, Dodgson being not only a great children's writer but also a man with a rather scandalous passion for nymphets. While the narrator is defending them from charges of sexual crimes against minors, all of the language tends to accuse them at the same time. Thus every attempt to prove innocence also perversely seems to confirm guilt.
