Several commentators on Finnegans Wake have suggested that Matt Gregory's reminiscences begin here, but the use of the name "Matt Emeritus" here (rather than Matt Gregory), along with the appearance of "Matt." on page 393 (consistent with the format of the other reminiscences), suggests that this is still Lucas Tarpey's rambling, and that he's speaking of a different Matt. Emeritus refers to a former office holder, especially a college professor, who has retired but retains their title; perhaps "Matt Emeritus" refers to a predecessor of Matt Gregory's, a relationship similar to Tim Finnegan's with HCE?
