Three shuttoned castles

Dublin's coat of arms shows 3 castles on fire. On the next page - page 23 - there is reference to Dublin's Latin motto which appears under the castles: "of the burger felicitates the whole of the polis" or “Obedienta Civium Urbis Felicitas” which can be translated as “Happy the city where citizens obey”.
