Refers to a nursery rhyme based on a comic verse written in 1864 by a Philadelphian music publisher and critic Septimus Winner called Der Deitcher's Dog. The rhyme goes:

Oh where, oh where has my little dog gone?
Oh where, oh where can he be?
With his ears cut short and his tail cut long,
Oh where, oh where can he be?
